PEP Pass 2023 Updates

Contents

The 2023 Singapore Personalised Employment Pass (PEP) period is now open, bringing new updates and considerations for both first-time applicants and renewals. The Ministry of Manpower (MOM) has implemented streamlined processes and expanded benefits, while also imposing stricter eligibility criteria.

Read on to ensure that you have the latest information before submitting your application on or after 01 September 2023.

2023 PEP Pass Application Process

The process for obtaining a PEP Pass in Singapore will undergo some changes to streamline the application process. If you’re planning to apply for the first time or renew your current pass, here’s what you need to know:

1. The application process will be moving to a new online system called the Employment Pass (EP) eService. The EP eService is an online system that allows employers and employment agents to apply for work passes for foreign employees. The system is designed to make the application process more convenient and efficient.

2. The approval process may take longer than 5 weeks. Although the online application aims to speed things up, due to the increased number of applications and the need to review each application more carefully, it is advisable to submit your application within an 8-week timeline.

3. On the first of September 2023, MOM will be implementing a Complementarity Assessment Framework (COMPASS) system to assess applicants based on their skills, experience, and qualifications. Wherein applicants will need to score a minimum of 60 points to be eligible for a PEP. This additional assessment may cause the Singapore PEP pass application to take longer.

For further detailed information, check out our article on how COMPASS will affect work pass applications in Singapore.

4. The application fees will be increasing. The application fee for first-time applicants will be increased from $100 to $120. While those for renewals will be from $50 to $60.

New PEP Pass Criteria

The changes coming to the PEP Pass application process in 2023 aim to make applying and travelling more convenient and efficient for everyone. But one must still prepare in advance to improve the chances of their application being successful.

Here are some key points of the criteria to be monitored:

  1. The minimum salary requirement for the PEP will increase to at least S$144,000 per year or S$12,000 per month. While overseas foreign professionals, are required at least S$18,000 per month. But starting September 2023, the fixed monthly salary requirement will be raised to S$22,500 per month for both EP holders and overseas foreign professionals applying for Singapore PEP pass.

  2. PEP applicants on or after 1 September 2023 will need to meet the new condition of demonstrating specialised skills, knowledge, and experience that complement Singapore’s economic strategies. This is in relation to COMPASS system, which will cause the PEP criteria to become more stringent.

  3. Priority will be given to those in future-focused industries like technology, healthcare, and finance. This criterion is also applicable to the Overseas Networks and Expertise Pass (ONE Pass) launched last January 2023.

You can learn more about the new work pass by accessing our guide on ONE Pass.

The changes to the PEP for 2023 reflect Singapore’s aim to attract only the best global talent with in-demand skills that can benefit the nation. With higher standards and tighter criteria, securing a Singapore PEP pass will be challenging.
